This workshop will provide an in-depth look into the 2020 Initial Practice-Based Professional Preparation Standards for Early Interventionists/Early Childhood Special Educators(EI/ECSE Standards birth through grade 3) with a focus on use of the Standards for different purposes (i.e., preservice preparation, professional development, policy, research). That discussion will address how diversity, equity, and inclusion are integrated throughout the EI/ECSE Standards, as well as how the OSEP funded Early Childhood Intervention Personnel Center for Equity is supporting institutions of higher education and state systems to align with an equity framework. The relationship of the EI/ECSE Standards to the DEC Recommended Practices (RPs), and CEC High Leverage Practices (HLPs) will be discussed with examples of how they are currently being used together. DEC and ECPC resources designed to support the use of the Standards, RPs, and HLPs will be shared.  Participants will engage in several small group activities throughout the workshop. This workshop has three strands with each designed for individuals in different professional roles: (a) strand 1 – institute of higher education (IHE) faculty, (b) strand 2 – professional development providers, and (c) strand 3 – Parts C and B619 coordinators and other state level administrators.

Strand 1: IHE Faculty
This strand is intended for IHE faculty who are developing or revising initial early Intervention/early childhood special education preparation programs. The focus will be on an approach to program design that will be useful to programs desiring to align with the most current international EI/ECSE standards, recommended practices, and high leverage practices. Strategies and resources for program development and assessment will be shared. Application of these strategies and resources to participants’ respective programs will occur in small groups. The workshop will culminate with a panel of faculty from different types of IHEs discussing how they have used the Standards to develop and/or revise their preservice program. Although this workshop is not specifically designed to provide preparation for the SPA Program Report or CEC Accreditation processes, it will provide programs with valuable tools and strategies that will be useful for those processes.

This strand is intended for individuals who are in state-level administrative roles in EI/ECSE and/or early childhood education (ECE). The focus will be on the role of the EI/ECSE Standards in a state early childhood system and how to align the EI/ECSE Standards with systems-level work. Strategies and resources from DEC and ECPC for embedding the EI/ECSE Standards into state CSPD systems using the EI/ECSE Standards will be shared. Next steps in revising current and future resources to better reflect equity by the OSEP-funded Early Childhood Intervention Personnel Center for Equity will be highlighted. Application of these strategies and resources to participants ‘respective state CSPD /programs will occur in small groups. Strategies and resources for aligning components of the state system (e.g., preservice, in-service, evaluation) with the EI/ECSE Standards will be shared. Application of these strategies and resources to participants’ respective state systems will occur in small groups. The workshop will culminate with a panel discussing how their states have applied the Standards in their comprehensive system of personnel development.

Strategies and resources for embedding the EI/ECSE Standards into professional development content and using the EI/ECSE Standards with the DEC Recommended Practices (RPs) and CEC High Leverage Practices (HLPs)will be shared. Application of these strategies and resources to participants’ respective professional development systems/programs will occur in small groups. The workshop will culminate with a panel discussing how the Standards, RPs, and HLPs have been embedded into their professional development system/content.

Early childhood literacy skills predict the future success students have in their postsecondary lives. These early classroom experiences with literature lead to better opportunities in higher education, job retention, and beyond. However, the emergent literacy curriculum is not always representative of the culturally and linguistically diverse population that makes up the class rooms. This scoping review looks at the current literature around culturally responsive and sustaining literacy lessons in early childhood education and whether or not they include manners of Culturally Responsive and Sustaining Pedagogies and Universal Design for Learning in their investigations. By investigating the study design, methodology, overarching themes, and cultural sensitivity across these studies, researchers found there is a need to promote representation and diversity in emergent literacy in early childhood education.

This qualitative study investigated how two EIs and three families engaged in decision-making across 12 total home visits. Discourse analysis indicated that although both families and EIs used a variety of decision-making strategies, EIs tended to control processes.
